I'm at UOW so things may be different at UTS. We can do 5 subjects without approval. Just enrol as normal. To do 6+ needs academic approval (i.e. signed off by sub dean). UTS would be similar.

If you can afford to you should pay up front to get the discount. Why not get the 20% if you are in a position to do so?
