Mark Newton, who works for one of Australia’s largest ISPs Internode, writes on Whirlpool that there will be two black lists: One list that contains content that is unsuitable for children and another that contains content unsuitable or illegal for adults to view (of which you can’t opt-out from).

That means even if you opt-out, your connection will still be filtered.

‘The Government’s plan is for there to be two blacklists, one for “unsuitable for children,” and another one for “unsuitable for adults.”

The much-touted “opt-out” would merely involve switching from blacklist number 1 to blacklist number 2.

Under their current proposal, there’s no scope at all to switch to no blacklist at all. Regardless of your personal preference, your traffic will pass through the censorship box.’

Casino style internet gambling, "hate speech", R rated games, possibly Bittorrent...
Anything deemed 'discriminatory' could be blocked.

I don't really see what the difference between the child and adult feed would be?
Unblocking porn for the adult feed would seem a bit odd, considering most of the blocked material is illegal X rated material. The government would effectively be saying it's okay to view this illegal material. In a hypocrisy free world, they would have to be very selective and only unblock R-rated material, which is probably 1% of the internets porn.

Are pro drug/self-harm/suicide/euthanasia resources illegal? Will web resources relating to the work of philip nitschke be blocked?

I think this policy will receive widespread support and approval from the fearfull, the morally indignant and the technologically illiterate. Marketed well, it will be the height of Rudd's popularity, finally doing something about the dangers of the internet.
