the simplest plan.

Marriage as an institution should be returned to the church and carry no legal force.

Civil Unions should be the legal binding of two PEOPLE.

i.e. all marriages are civil unions, but not all civil unions are marriages. by removing marriage as having legal force prevents there being two tiers

the world wont collapse of two men/two women can get some recognition.
