He probably means under 30% raw. 30% raw would get you around 60 - 65 aligned mark (the mark which is displayed on ur sc results paper)

nope, the SC mark is only from the exam mark. The school assessments are shown separately from A - E.

Usually, like half the state gets under 50, but the Board Of Studies wants to show that the students that are being produced under the current education scheme is smart and not retarded. So the marks are aligned so when the marks are reported, only like 0.5% of the state gets are mark under 50...
