    Does it mean that these samples are outstanding (aka achieved full marks) or does it mean that these samples are good model responses for reference (i.e. these responses covered all the appropriate topic areas)?

    The 4% of atheists is probably referring to people who self-define themselves as atheists, compared to 15% people who don't practice religion or might not actually know what atheism is/haven't considered religion at all and just selected "no religion".
