the eye-line is how far off helen's eyes are from the ground i.e helen's height. Your diagram looks correct, but now with that extra info, that helen's eyes are 1.5 higher than the ground, you can add an extra detail to the diagram yourself? ;) the angle of elevation is seen from helen's eyes...
