The stuff you do need from year 11 you will pick up studying year 12/past HSC questions as it is the part of year 11 that carries over, if that makes sense. No point studying stuff you won't/don't need.

does finding tensions in rope and strings and all that complicated structures come back in year 12 physics. It doesnt explicitly say on the syllabus dotpoints

No it doesn't. In fact, year 12 physics topics are easier than year 11 topics due to the lack of math. There also wont be relative motion, collisions, circuits and thermodynamics in year 12.
i just mean that you’ll be told that velocity is the instantaneous rate of change of position for example. you wouldn’t be required to use v = dx/dt though, you only have to use the average rate of change
