why does ABS use household rather than individual income levels? for measuring say income distribution?

Because people are married and they share their income. So in a sense, if Person A earns $1 and his partner earns $90,000, the household in total aint poor.

ahh okay. so using household is a way to diminish the inequality in the distribution of income/wealth figure?

I'm not sure what your question means. But using the household is a way of determining a more accurate distribution of income and from there the ABS can obtain more accurate trends. If individuals were used the figures the ABS puts out would be distorted.
