Does you UAC perform scaling to your HSC marks or are your HSC marks already scaled?
This may be a simple questions but I'm simply not sure.

A bit simplified but --

BOSTES aligns your raw marks in accordance with the standards (i.e. the mark or performance that falls between a Band 5 and 6 will receive a 90) to determine your HSC mark.

UAC scales your raw marks in order to determine your ATAR.

No, nothing goes higher or lower. You shouldn't think of it that way. The scaled mark and HSC mark that you receive are equivalent to each other.
