i went to a site and this what showed up

Does the URL show the / at the end or nothing? Or are you in a directory? Ie, http://www.URL.com/DIRNAME/

I think you get that message because the folder simply has nothing in it. The website may be down. Or that area removed.

can they ban my ip ? and that will show up?

The error means the listing of that directory (seeing the contents of the directory) is not allowed. Thats set as a permission in the web server, it would apply to anyone going to that directory not just you.
