You get the 2nd highest internal mark

nah but it's as simple as this, you're looking at a pretty high mark still and let's say there's someone out there who is ranked 4th and beats you in the HSC, the moderated mark should mean that you are 'cushioned' and the person who beat you who came 4th 'swaps' their mark to some extent. Think of it more like an averaging process which you win out on because you went good internally.
