I'm looking for new courses to put in my preferences and in the UAC Guide, there's a course that says:

"Additional selection criteria: If you have considerable experience in ... , you may apply for entry by submitting a portfolio of your work."

Do they mean that I have to have the experience in order to apply? Or do they mean if I can't get the cut-off mark, I can apply that way?

Just submit the portfolio of work. Then you're probably required to attend an interview. You can sort of make the stuff up.
