So I know that if you're doing a course similar to another course at a different uni you can transfer credit points, how about if say you're doing engineering and then wish to transfer to education? Are you still able to transfer credit points or do you start fresh?

The whole point of transferring credits is so you don't need to repeat the same or similar course. How would it make sense that an engineering elective is same or similar to an education elective? Please just think about what you are suggesting.

It should be obvious that all or the great majority do not align, therefore you would be starting afresh.

Also I'm aware that one has to do really good in his current course in order to transfer to a different course, but what if this person does really good in a course that requires a 60 ATAR and wants to transfer to a course that requires an 80 ATAR, is it still possible to transfer if he does really good in his current course?

The ATAR requirement for a course is not an indicator of its difficulty or ease. It's a measure of supply and demand for that course. It has no bearing on the possibility of transferring.

I thought when transferring they look at your ATAR and your marks for that current course?

Yes. You are competing for a spot, not to meet an ATAR. Cutoffs are determined after offers are released. If you have the marks that places you high enough in the order of students wanting to do that course, you will receive an offer (whether that be a new offer or a transfer offer). Those ATAR cutoffs you mentioned are completely mutually exclusive to your chances of receiving an offer.
