Transfer from UOW to USYD as an International student (1 Viewer)

Okay so very long story short I am an international student at UOW who did most of his course in UOWD for bachelor of business looking to transfer credits to USYD I got my conditional offer now, However I wasnt granted a letter of release can and hence I plan on maybe taking a transfer in next Feb, do i have to accept the offer for them to start the credit evaluation and if so will it be effected by the fact that all my first year courses were done were done at UOWD, How likely is it that I will get my second year subjects transfered and what subjects do I do to make that easier?
