Help?

I'm leaning more towards the fact that they didn't achieve a significant degree, but they did achieve some sort of social reform and creative cultural expression.

yep pretty much - remember that Ebert did not employ much social reform at all which meant that conservitive elites that were against the republic were allowed to remain in positions of power and that this eventually led to the downfall of the republic. And yes there were many positive aspects of the republic such as social welfare etc The new freedom of expression was sometimes used to mock the government which bestowed them their freedoms

You could say it occurred moreso for the creative cultural expression than the social reform. After all, Weimar culture was one of the prominent aspects of the Republic during this period.

HOwever, don't ignore the social provisions and freedoms in the Weimar constitution - it was a very democratic (no need to mention things like proportional representation but things like universal suffrage - which Britain doesn't have until 1928 when women and men get it on the same level) and the changes to the things like freedom of religion, speech etc.
