Cos most people hate the idea of the military in Australia. We're not a very militaristic society compared to America for example.
Also, the ADF have strict medical and psychological requirements for entry, which most Australians would fail, especially if they're from the lower-income strata of society, which most unemployed people normally are.

This actually is sadly no longer true, they're willing to take almost anyone now, they're so desparate. It horrifies my dad with who the ADF lets in now.
