what does "rep power: ?" show and what does the green bars show??

because I have a rep power of 9 but only 4 bars, whilst Examine has a rep power of 4 with like 11+ bars,
and my posts, rep power and join date are all greater than his =/

Green bars show the amount of rep you've received and nothing more.

Rep power is the culmination of your: post count, date of account and also amount of rep you have.

The main reason you have mroe rep power is your join date is probably way earlier than his. (despite him having some more rep)

That is what I do sometimes and I usually ask nicely for a rep back. It hasn't always been positive rep received haha! Has this happened to anyone else?
