I could see how it might be real. He probably knew she wasnt that keen on the idea allready, maybe she was just happy with the status quo, or liked the relationship but didnt think he was marriage material, or just plain wasnt ready yet and then he tried to force the situation by making it public. Public proposals are kind of crude like that in my mind....its a private matter, do it somewhere private and dont make them feel pressured into giving the answer you want.
