on the marking guideline for HSC ... for an "evaluate" question
it says "makes a judgement based on criteria"

do we need to actually write eg) criteria : social, economic impacts ..

and stuf like that?

You need to mention the criteria, yes. Eg, for a judgement statement in an 'assess' question, this would be appropriate: "From the above mentioned points on future impacts, potential use, current technology, and cost, (criteria) polyhydroxybutanoate is an efficient biopolmer."

But as in your case, an 'evaulate' question would require you to discuss adv/dis.adv throughout your response in terms of your criteria, ie: you need to explain your points based on your criteria, and then make a final judgement in regards to that. (if that makes sense?)
