You first observe the structure to see if it is symmetrical or not.

Not symmetrical -> Consider the varying electronegativities of atoms in their respective bonds. Proceed to drawing dipole arrows/vectors representing dipole moments from the less electronegative atom to the most electronegative atom. Do that with the rest of the bonds and you observe which vectors cancel each other out and what the net dipole is through vector addition if appropriate.

main two factors are a difference in electronegativity and whether its asymmetrical
