Are you asking how to solve this problem? Easiest solution might be something along the lines of forming armed convoys for that portion of the trip, or each cargo vessel is armed to a small degree [something on a lesser scale that privateers] because i thought these retards basically rock up in speed boats carrying rifles and steal shit. Even your smallest guns would be a good deterent for that.

Imo there are always going to be the unemployed, its more because the region is unstable and they just dont give a shit. If you crack down with trade sanctions maybe those countries will sort their own shit out.

Putting guns on boats will just make the pirates more violent in retaliation. Somalia needs a government - most of the pirates are just pissed off fishermen.
