Photoshop help RE: Speech bubbles (1 Viewer)

Can anyone give me step by step directions on how i can make speech bubbles on photos on Photoshop version 8. Ive tried some tips from some websites but they dont seem to work. Cheers.

I've tried that but i cant get into the Blending options.....
