filter effects > cutout. change accordingly by selecting and colouring each section you want after it.

quick way: use photoshop's cutout filter. or if you've got a copy of macromedia's freehand, that has a really good autotrace tool to create scaleable vector stuff from photos.

slow way: sit in front of illustrator all bleary-eyed, and trace each part by hand.

there's a cool tutorial for creating 3-colour stencils over at stencilrevoltion.com, most of that can be applied to regular vector stuff as well.

it's at: http://www.stencilrevolution.com/tutorials/tutorialsview.php?id=6

GIMP as a Vector Tool

I've been playing with photoshop, managed to do this first time around. Happy with the collar & shadowing. But there's a lot of potential for vector art. Going to have to play around with it some more. Couldn't get faces looking any good.
