It pays $22.43/hour for 2 hours per week (1 hour of class and 1 hour of meeting - the meeting is the bludgiest paid work I have ever done). Any preparation time is not paid, but if you remember your stuff it isn't too long (e.g. I spent about 30 mins to 1 hour preparing my stuff for each class).
This is an email that Diane Enahoro sent out to all PASS leaders a little while ago. It might shed a bit of light on things.

Merry Xmas and good cheer and all that stuff.
I have decided to use third year students as PASS leaders this year and as
you had positive evaluations I have decided t ask you if you are
interested in continuing as leaders.
However, I will also throw it open to third year economic students and will
give preference to people majoring in economics or who have done extra
economics subjects.
Oh and one further catch , is that we are only going to have one leader per
group. So..... if you are interested under those conditions can you please
let me know?

This year (2004) Diane actually used only 2nd years. The only reason I was a PASS leader (I'm in 3rd year) was because someone dropped out at the last minute and I'm a friend of the PASS administrator (who is a student and does a lot of the day to day management of PASS).
I thought that she was going to open up PASS to 2nd and 3rd years but apparently she is shifting it to 3rd years only. I may be partly to blame for that (not my intention, but I think she got the idea that you're better qualified to teach the subjects in 3rd year than 2nd year). Mind you, pretty much all the PASS leaders thought that 1 person per class was not a good idea!!
My suggestion is to just apply if you haven't yet, and then try to give the impression that you really want the job and would make a good candidate (like say that you'd be willing to do it if someone drops out). That's sort of the way I got in.
