I have an essay question for my legal assignment.

Evaluate the effectiveness of the domestic and international legal system in dealing with international crime

I am meant to write about non legal responses as well as legal ones but I can't think of any non legal ones. Can anyone help me please?

no you're meant to write about things like how we ratify stuff; but they can choose not to enforce it, the ICC, the ad hoc ones like ICTR and ICTY and then evaluate them. International responses: mention Effectiveness of International Criminal Justice (2008) [Freeland]

ngo's maybe like red cross and how they're trying to do stuff? soz I forgot most of what I learnt
