It's not about the quantity of quotes or pages you write like riproot said its the quality
My half yearly I only wrote a 3 page essay but it was pre-prepared and i managed to exhaust all my quotes and at the same time relate it to the 'listening' passage

my friend was a pretty slow writer so she used heavy pens for classwork and lighter pens for exams
seemed to work pretty well for her
if you think your speed may also be an issue, maybe give it a go?
