Ah yeah I've seen that one. You guys get cheap students cards eh, even have to bring your own photo!

TAFE does really good stuff with languages, but they tend to be weak on linguistic theory. If you're looking at Japanese as a "living" language, one you want to speak and use to communicate with living people, then TAFE is an excellent (and friggin cheap) decision. If you want to study it in an academic context as well, for say linguistic interest (eg ME) then a BA (Languages) is your best option.
