Moderated internal mark with close gap between 1st and 2nd rank? (1 Viewer)

So if the difference between 1st and 2nd rank is 1% and for 2nd and 3rd it's quite large (15-20%), how would the top external HSC mark be distributed to end place? Would 2nd rank get an extremely similar mark to the highest external?

Assuming 1st rank scores higher than 2nd rank, would 2nd rank's internal mark be closer to 1st's mark than 2nd's mark.
