If the Question ask to find locus, does it mean we only have to eliminate the parameter?

Usually it means find the cartesian equation - i.e. eliminate the parameter.

Often yes - you eliminate the parameter to find an algebraic (cartesian) relationship between x & y, and often from there to see if you can tell what the relationship is: is associated graph that of a parabola, an ellipse, a circle , a straight line etc - if you are asked to so identify.

And if you are asked to describe, state the main features of the locus (e.g. circle is centre and radius).
