find some law that addresses terrorism and write about how effective it is.

You could try looking at the Criminal Code 1995 (Cth) S.1 p5.3 (Terrorism) or the Security Legislation Amendment (Terrorism) Act 2002.

I recommend looking at Anti-Terrorism Act (No.2) 2005 (Cth) which established Preventative Detention Orders (PDOS) under division 105 of the Criminal Code and compare it with the Haneef case, and then its relation to the legal principle habeas corpus.

How do I evaluate that?
That's easy. I did an assignment on this last year. Research cases such as Izhar ul haq, Mohamed Haneef and you will find the ineffectivness of the law in regard to terrorism (as both cases innocent, but they were detained for long periods). Use the ridiculous amount of police powers and police discretion and discrimination against Muslims, and the rapid number of vague legislations passed after 9/11 to further highlight ineffectivness.
