Can non-university students access the slides?
It depends on the medium used. Everything in WebCT is password protected. Some lecturer's make their course webpage password protected, others make it public.

I thought knowledge was suppose to be free, what good do they achieve by restricting access, universities should be ashamed of themselves.

to Sunny: so normal notes like the ones that they make you buy are not posted on the net? Damn, I thought I stumbled upon a gold mine.

Do you know of a link that would take me to the notes that I can access?

No they're not on the net.

You would have to know what you're looking for in the first place. So if you know you're after notes for a particular course you would have a rough idea where to look (lecturers usually introduce it to the class anyway) otherwise you'll be completely in the dark.
