Blackholes do what they do, sucking up everything in existance, because they have the entire mass of a dead star in an extremely small space, giving it is ridiculous gravity. These 'micro blackholes' won't have the same effect as one created from a collapsed star because they simply don't have the mass to generate enough gravity.

Also, black holes exist in a vacuum (space),so, in the crazy event that we do make a blackhole capable of destroying the world, making a vacuum around one isnt going to stop shit.
