The odds are incredibly shortened for somebody who does not have the technical proficiency at at least AMusA level. So the answer is "yes", but you'd have to really impress the audition panel, and demonstrate that you would benefit more from the course than somebody who did have the technical standard expected.

Just really show what you've got. Remember, great musical ability will always show through if you have it, and sometimes they'll take that over technique. That said, of course- you've gotta have some kinda technique. xD
