In need of help for Historical Investigation (1 Viewer)

Hey, my fellow peers on this forum. I am in need of your help.
For my task 3 of Preliminary, I have to formulate a question for my Historical Investigation.

My chosen topic is Victorian England and crime.

One thing though, I have no idea how to formulate a question from that. Any help would be extremely appreciative.

Maybe you could choose a specific character and argue how they were very influential in the criminal world of Victorian England. Make sure you divide your report into three or more main points and gather information and evidence regarding those points. Also try and avoid making the report sound like a story.
