how would you explain that

Well I would like to see concrete proof of that. It is one thing to think you got full marks in the exam, it is another to actually receive that (e.g. you might have missed something in your working which you thought was fine - I see this marking BoS trials all the time). The other factor to consider is the third criteria - i.e. performance of courses in the same subject area.

Surely there would be more than 20 people who would get 100 for 2 unit maths?

Most of the ones able probs take 4unit.

Pretty much this. Also, chances are one or more state ranked students actually lost just 1 mark somewhere but still got 100/100 aligned as they see it rounded.
