It really depends, for civil students, there are not many drop outs as the whol course is quite easy to be honest.

If you want to become a real engineer and study electrical, i must say probably 5/10 of my electrical friends have changed majors.... wont say what year.. what subject..

I don't know where you pulled that from. Universities don't even publish the rates.
