Just got an email from the Basque Government along with an attached document:
Basque Government said:
Kaixo adiskideok;

Gaur, martxoak 22, ETAk su etena iragarri du.
Hori dela eta Lehendakariak adierazpen instituzional bat egin du eta zuei bidaltzen dizuet.
Bere zabalkundea eskertzen dizuet.

Agur bero bat,
Joseba Agirretxea
...which translates to:

Hello to all,
Today, the 22nd day of March, the ETA has announced a permanent cease-fire.
Consequently, the Lehendakari (President) has offered an institutional declaration that I have sent to you.

A greeting.
Joseba Agirretxea

The institutional declaration that was sent is just basically an overview of what has happened and what the Basque government will do.

Also found some news sources:

About time the terrorism ended. But will the cease-fire last? And will the Basque Country be given more rights due to this cease-fire?

Yeh, but if the Zapertero government does give the basque region more rights (as in allowing the basque region to become its own country) then there would little or no need for ETA.

but then the chances of Zapertero giving them this right... unlikely. can only wait for a referendum i guess.
