No, it comes out of it.

The external marks are added up to form the pool, and then split into moderated marks.
But this is just talking about a regular cohort. Does the same rules apply for someone who is getting an illness/misadventure because they didn't attend? Because how would an accurate pool be created if his external mark does not get included as well? (as he doesn't have an external mark)

Marks wouldn't change much, I'm pretty sure. They don't mention specifics anywhere (that I could find at least), but I wouldn't worry about it. The moderation process is made to be as fair as possible.
