Nope. If you discontinue before march 31 they don't charge you for the course or put the course on your transcript. If you discontinue afterwards, prepare for hell.

Isn't it, the fees are kept on my transcript, but there will be no failure recorded on the academic transcript??

I think that's the case. There's a cutoff for that too, but it's a while off.
