last month i withdrew about $70 to spend. on my bankstatement it says debit $73 does that mean i got to pay the commonwealth bank $70?

debit means what has been taken out of your account
you said you withdrew about $70 to spend, that's why you account says: "debit, $73"
so no, you don't have to pay them anything.

maybe he meant does he have to pay the bank $3
if you know you withdrew exactly $70 and you have $3 more marked as 'debit' they might have charged you some fees
