If the issue was the abortion of all black males, and it was said that it would be "cruelty to dogs", then that might be acceptable given modern black slang use of the term "dog". Personally anti vilification laws are good. Freedom of speech in the US goes too far. The 'fighting words' exception to freespeech in the us is massively hard to cross. For example a person buring a cross in KKK uniform in front of a black persons house was considered freedom of speech and was thus not condemned by the US courts. I personally think that would fall under 'fighting words'...but it didn't.
