so if it says to use a quote as the BASIS of your own creative:
1. do we have to actually put the quote into our creative? if so, how often?
2. or do we just base our ideas around it

You more or less have to structure your response based around the idea of the quote.

so i don't have to include the actual quote inside the actual creative unless specified?

A sophisticated answer would use the ideas inherent in the quote, and not blindly copy-paste it somewhere in the story.

The quote has to have a significant meaning in your story.
As shadowdude stated, you can't just say it then have nothing to do with it.
