Is it okay to have cliffhangers in creative responses or should a complete response be better? Are the exam markers going to be pissed off with cliffhangers?

I was told not to do that mainly because in the Marker's report they make it specific that they want a "complete" story. However complete can be shown in different ways. So I'm assuming it's how you present it and how succinct it is. As long as you avoid. . . . I woke up and it's all a dream or some clichéd ending from a movie e.g. Femme Fatale kills male detective etc.

Depends on the kind of cliffhanger; they can be a very good literary device, and lots of published novels end on "cliffhangers".
