I think people prepare better for tutes with CP marks. One of my arts tutes last year did not, very few people turned up (no minimum attendance), noone did the readings, and the tute was extremely awkward and boring.
I think that the best thing is having good teachers.

I had the worst tutor for first year philosophy - he didn't know how to engage the students so subsequently noone did the readings.

I'm just a first year noob but how can you pass if you haven't done the readings when it comes to test and assessment time?

easily. one of my arts units has two essays - one required the week 1-3 readings, the other requires either wk 9, 10 or 11, then an exam that looks at weeks 12-14 only.

So hypothetically, in a 12 week semester (I'm excluding nonteaching weeks), I could read only 7 weeks worth of stuff. Weeks 4-10 you could live with just going to the lectures.

This unit also has 15% tute participation though.

I haven't had a class participation mark for any of my ed subjects, but I suppose they're being taught by people who are proper teachers and know how to start discussion.

They know they can't teach good practice if they don't do it themselves.
