23. Find the exact length of the tangent from (4,-5) to the circle x^2 + 4x + y^2 -2y-11=0.

Draw out a diagram and use the fact tangent to a circle is 90 degrees. Then connect the centre to the point and use Pythagoras to calculate the length of the tangent from that point.
