Changing IP Address (1 Viewer)

I need to force a change of IP address, can anyone tell me how to change the frequencies?
I'm on Bigpond, using a SpeedStream Router.

Use ipconfig /release

If your BigPond plan only gives you a static IP, it won't help.

Does this mean there's absolutely nothing I can do?
I've heard people talk about changing the modem frequencies...

PS. When I try to run the cmd prompt, the window opens but closes immediately, not showing any context.
