In the HSC itself - no - but at school in an assessment task/exam that would be up to the school to make that decision.

No, reading time, you can't touch anything but paper themselves. Otherwise the BOS supervisor people will freak out. (or teachers in the trials)

Reading time is reading time.

In reading time, the only thing you really should be doing is reading the paper, looking around the room nondescriptly to see if others are freaking out, and if so, praying to your God or equivalent deity to lessen the pain of the next two or three hours.

As everyone else has said - no! What I personally did though was spend the first ~1 minute rapidly circling all the techniques I could see, possibly jotting down a relevant word here and there. It helps because by the time you get to Text 3 or Text 4, you don't want to waste time re-searching for 'that technique' you noticed in reading time, or trying to remember what the great idea you had was.
