Can you get a band 6 if the first kid did not and you are second in the cohort for that subject?

This happened to my mate's school in a subject. 1st got 94 and state rank, both equal second girls got band 6 but the one who rank 4th only got band 5: 89. Whereas the person who ranked 5th and 6th got band 6. So in short, No 1,2,3,5,6 got band 6 whereas the person ranked 4th got 89, which was quite dissaponting. So yeah, ace your externals and PRAY for those ranked in front of you so that they do well as well.

say internals are 86 for him and 81 for the second kid.
If externals he (first) gets like 80 - 85 and the second kid get like 85-91 then is that possible for the second kid to get band 6 while the first kid doesnt?
