Russia's already got a higher per capita GDP than China. The labour there is not cheap. And India's developing at the same rate a China, so that's no longer an option for a post-China world. The problem with this world is too much controlled trade rather than free trade, Too much Social welfare programs instead of practical long term solutions such as job creation and relying on free markets.
If all foreign aid programs were pulled out I would guarantee you it would be the greatest thing that happened to this world because it would stop dependency and encourage people to finally stand up to corruption and greed giving the government who receive those aid no weapon against their people.
