hmm yeah but u would need a JP (justice peace) to sign a form when doing the beginner/continuers language course and then have it approved by ur school principal, the form will be sent to NESA. Although it is VERY unlikely that NESA checks, but if a person is found lying details in the form, it could potentially risk their eligibility for HSC
